Minimum price of the units for sale

Every offer next to the approved price list, before you accept.

The minimum price set by the owner, separate from the asking price in the listings.

The approved price list (listino, as it is called in Italy) is the minimum price of each unit, decided by the owner’s board of directors or by the body that decides on sales: below it, a unit is not sold without a new decision by whoever approved it. It is not the asking price shown in the listings, which is usually higher.

Example with fictitious data: the approved price list is the minimum set by the board and can stay confidential to the owner; the offer (proposta) is checked against it before acceptance, and the preliminary contract (compromesso) and notarial deed (rogito) keep their prices on the same unit.

Questions about price

With the approved price list in a file, the comparison comes too late

The owner sets the approved price list, while brokers and estate agents bring the offers: in between, you need a check before acceptance and a record that stays.

Is this offer in line with the approved price list?

Offers to be checked sit in the price review queue, with the unit’s approved price list next to the offered price, even when it stays confidential to the owner. They are looked at before acceptance, not after.

Is the approved price list in use the latest one?

The approved price list sits in EASYRE®, unit by unit: when a new one is approved, it is imported again in bulk from the client’s systems. Offers, preliminary contracts and notarial deeds are compared with that one.

How far do sales deviate from the approved price list, fund by fund?

The portfolio report puts the deviation from the approved price list next to each fund’s sales. And deals lost on price have their reason: price too high, offer not in line with the approved price list, inconsistent with the approved price list.

The first is the minimum approved by the owner; the second is the price at which the unit is presented in the listings. A buyer’s offer is compared with the approved price list, not with the asking price.

The approved price list enters EASYRE® in bulk, from the client’s systems: the minimum price of each unit for sale.

The rules, market by market

Who decides the approved price list: SGRs, public bodies, banks and clients

The approved price list is not decided by the broker: it is approved by the owner, through the body that decides on sales on its behalf. EASYRE® does not approve it: it imports it in bulk, keeps it next to each unit and compares it with the offers, before acceptance.

SGRs and funds

In an SGR (Italian asset management company), the approved price list is decided by the board of directors; if the fund rules provide for it, the advisory committee gives its opinion on the sales plan. For each property it intends to sell, the SGR also asks the independent expert (esperto indipendente) for a fairness opinion (giudizio di congruità): this is separate from the approved price list.

Public bodies and pension funds

In Italy, in a public social security institution, sales go through the investment and divestment plan: the board of directors adopts it and the steering and supervisory council (consiglio di indirizzo e vigilanza) gives final approval. In a private pension fund for professionals (cassa di previdenza), the body named in its statutes decides.

Banks

For the properties a bank receives through debt recovery, the EBA Guidelines recommend treating them as non-current assets held for sale (IFRS 5): this involves an individual plan to sell each asset, approved by the management body, and an active sales policy.

Clients

The approved price list belongs to the client, who approves it through its own governing bodies. Whoever sells on its behalf, such as a real estate services firm or an agency firm, works within the limits of the mandate.

Questions on the approved price list

How do you check that offers are in line with the approved price list set by an SGR’s board of directors?

When selling the units of a fund, by comparing each offer with the approved price list for its unit, that is, the minimum price decided by the SGR’s board of directors, before accepting it. In EASYRE® the approved price list is imported in bulk from the SGR’s systems and each unit has its own price; offers to be checked wait in the price review queue before they are accepted. Preliminary contract and notarial deed stay on the same unit with their prices, and the portfolio report shows the deviation from the approved price list fund by fund. Deals lost on price are closed with the reason, for example offer not in line with the approved price list or inconsistent with the approved price list.

What is the difference between the approved price list and the asking price?

The approved price list is the minimum price of each unit, decided by the owner’s board of directors or by the body that decides on sales: below it, a unit is not sold without a new decision by whoever approved it. The asking price is the price in the listings, the starting point for brokers, estate agents and buyers, and it is usually above the approved price list. In Italy they are called listino and prezzo richiesto. A buyer’s offer is compared with the approved price list, not with the asking price, and the approved price list can stay confidential to the owner. If the asking price drops too far, enquiries come in that do not lead to a sale.

Can a unit be sold below the approved price list?

Not without a new decision by whoever approved it: the approved price list is the minimum price of each unit. Deals closed on price have their reason on record, for example offer not in line with the approved price list or inconsistent with the approved price list.

Do brokers and estate agents see the approved price list?

The owner decides: the approved price list belongs to the owner and can stay confidential. Brokers and estate agents work on the asking price, the one in the listings, and bring the offers; in EASYRE® the comparison with the approved price list is made by the seller, before acceptance. If an offer does not work, the deal is closed with its reason, for example ‘inadequate offer’ or ‘inconsistent with the approved price list’, and the rules are the same for every broker.

What is a price check on an offer?

It is the check that the offered price is consistent with the approved price list set by the owner, made before the offer is accepted. In EASYRE® offers to be checked sit in a dedicated queue, the price review queue; an offer that does not pass can be closed with the reason ‘offer not in line with the approved price list’. It is not the fairness opinion (giudizio di congruità) that the SGR asks of the independent expert for each property it intends to sell: the glossary of AML in Italy: who does what explains what that is.

How does the approved price list get into EASYRE®?

In bulk, from the client’s systems: each unit takes its own minimum price, which stays next to the offer, preliminary contract and deed prices. When a new approved price list is adopted, it is imported again in the same way.

Does EASYRE® calculate the sales budget and forecasts?

No: the sales budget is a D.P.S. advisory service, not a software feature.
