The board of directors, the oversight bodies, the tenants and the buyers are all watching: the answers are needed unit by unit, and they need to be ready.

Is every sale in line with the approved price list?

The approved price list is set by the entity’s governing bodies; the offers reach the brokers and estate agents. If the comparison is done by hand, any deviation is discovered after the sale.

Have the tenants been informed, and how have they replied?

Registered letters sent, proofs of delivery returned, replies awaited: if they sit in separate folders and Excel sheets, knowing where each occupied unit stands becomes a job in itself.

Who handled the sale, and with which checks?

Property department, brokers and estate agents, call centre, anti-money laundering function: each does its part. If each keeps its own papers, the history of a sale has to be rebuilt from email.

Organising a unit-by-unit disposal of public property

Selling a portfolio one unit at a time is a work programme, not a series of separate sales. These are the steps, and what EASYRE® does in each.

Know the portfolio

Units, buildings and cadastral data in a single list, with the documents linked to each unit. For due diligence there is the EASYRE Data Room.

Set the prices

The approved price list set by the entity’s governing bodies enters EASYRE® in bulk, from the entity’s own systems, and stays next to each unit through to the notarial deed.

Inform the tenants

For occupied units, registered letters and proofs of delivery stay in the unit’s history. A tenant who wants to buy follows the same path as any other buyer.

Publish the listings

Listings go out automatically to the Italian property portals, and the initiative has its own pages on the entity’s website; if you choose it, the D.P.S. call centre answers those who call.

Assign brokers and estate agents

Enquiries go to the broker handling the unit, with their source; response times are measured and, when they run out, the enquiry moves to the overdue reminders.

Check every offer

Before acceptance, offers are checked against the approved price list: those to be checked wait in the price review queue. The anti-money laundering function has checks to sign off at the offer (proposta), the preliminary contract (compromesso) and the notarial deed.

Support the buyer

Buyers who need a mortgage go to the credit intermediaries within the same workflow, with valuation and credit decision.

Report to the board

Sales, deviation from the approved price list, enquiry sources, the work of brokers and estate agents: the figures for the board come from the same data.

How is the disposal of a public body’s real estate portfolio organised?

Disposing of a real estate portfolio means selling the properties the entity no longer considers worth keeping. Does EASYRE® also work for an Italian pension fund for professionals?

Yes, if the pension fund for professionals sells its own portfolio directly: the work is the same as for a public body, unit by unit through multiple brokers and estate agents. If instead the properties have been contributed to a real estate fund, the sale is governed by the SGR that manages the fund, and the right page is Fund managers & large owners.

Is EASYRE® also for a state-owned company disposing of its property?

Yes. For a large state-owned or publicly controlled company selling property it no longer uses, the work is the same as for a public body: selling unit by unit through multiple brokers and estate agents, checking offers before acceptance against the approved price list set by its own bodies, and being able to show how every sale went. What changes is who sets the approved price list: in a company it is the board of directors, or the body that decides on sales.

How are the tenants of occupied units handled in a disposal?

In EASYRE® registered letters and proofs of delivery stay in the occupied unit’s history. A tenant who decides to buy follows the same path as any buyer: viewing, offer checked against the approved price list, anti-money laundering checks to sign off, a mortgage through credit intermediaries if needed, notarial deed.

Who decides the approved price list in a public body or a pension fund?

The bodies that decide on sales. In an Italian public social security institution, the investment and divestment plan is decided by the board of directors and given final approval by the steering and supervisory council (consiglio di indirizzo e vigilanza), under Legislative Decree No 479/1994, Article 3(4); in a private pension fund for professionals, the body named in its statutes decides. How much does EASYRE® cost a public body?

The fee is calculated on the number of units the entity puts into EASYRE® to sell or lease them. D.P.S. services, such as call centre and freephone number, publishing and managing listings, photos, virtual tours and the sales initiative website, are added separately, and for services payment can also include a fee on completed sales.
